Here is an article from 2002 - it mentions that a Russian general told the press that Iran does have nuclear weapons.

Ok I have found a report by the director general of the IAEA and no where did it mention Iran having nuclear weapons.

They are in the process of developing them and not doing very well.
They dont actually have a bomb yet, but not from lack of trying.
There is an inspection comittee which examines the nuclear weapons in all countries. All countries have to let them in. This is what they said about Iran.
Europe even made an attempt this year, to intervene and offer Iran perks, so they would agree not to develop the nuclear weapons. Negototiations fell through.

Anyway, what I understand from the link u posted Brendan is that Iran has not provided access to all studies the inspection committee needs to conclude that Iran is not intending to produce nuclear weapons.
