Specifics would be helpful.

Are you hiring a car (we say "rental car") or using a privately owned vehicle for your trip?

If hiring, all driver(s) need to be listed on the rental contract. The firm renting the car will require all drivers to be licensed for operating privileges. Failure to do so will invalidate your insurance and/or forfeit your deposit in the event of an accident. Many firms require drivers to be at least 25 years of age, so check in advance.

You may not need to obtain a license in the US depending on where you're coming from (please update your profile. ). Read up on the US government travel websites and know before you go.

As for police encounters, it depends on the jurisdiction. If you are stopped without a driver license you can expect to receive a citation at the minimum, and possibly risk being taken down to the local station to post cash bail (sometimes called an appearance bond) with a court date scheduled. Most, but not all, jurisdictions will allow you to forfeit the bail and skip court. After you post the funds, you will be released.

Do your research and remember choice = responsibility.
