There is no best way. There are many good ways, it's will depend on your location, your time avaiable and your interests of the destinations.

Plane is simplest if you have the money . China is an incredibly big country.

I just finished nearly a month travelling through China and it is a great country. On reccomendation from STA we went with Intrepid travel and it was really good. For 21 days we paid 1000GBP which covered all accommodation, travel and entrance to major attractions. The trip was really well organised, no more than 12 in a group and you get loads of free time to move around and explore on your own and there is no pressure to join in everything the group does, although all of the organised activities are things you would do in China anyway, Great Wall, Terracotta Warriors, Three Gorges etc.

I'm sure that if you went independently it would cost you a lot less, as on top of that we spent maybe 200 GBP each for the full month on food, souvenirs, beer. However, we did meet up with an American couple on a DIY trip and they had some real horror stories about getting on the wrong busses and trains, not being able to get to places because they didn't understand the symbols and to meet an English speaker is quite rare.

Another plus point for travelling with Intrepid was the socail aspect. Apart from the Americans and a few business people in Beijing, we really didn't see that many travellers throughout China so I would imagine it would be quite a lonely and difficult trip. I know I sound like and advert and I promise I am not on commission or anything, but the trip was great fun, and they have all different length trips you can go for. To tell the trues, anyone who want to go around China is nearly impossible if you plan to visit all provinces,I suggest you make a decision to ensure whether beautiful scenery or Chinese culture you need, and if you have plan to go to the provinces which located on plateau just like Qinghai Xinjiang or Tibet, you must do some prepare to endure lack of oxygen.
but list a plan first of all, tell others how long days you could spend and publish your plan to your friends who have experience about China.
